Definitely! The Christmas of 1941 in the U.S. was bittersweet: the war had begun for America and there were already grieving families because of Pearl Harbor. Things weren't looking good for American troops in the Philippines, and the war was going badly in England, North Africa and Europe for the Allies. China wasn't looking too good, either. It was the last Christmas a lot of American families would be together.
Churchill and FDR understood the importance of symbolism. As they had done with the joint church services at the Atlantic Charter meeting in August 1941, Churchill's presence was extremely important in Washington. Strategy was developed, and plenty of symbolism to be had in wartime Washington.
